Food that humans live on was greatly reduced by climate change, habitats that humans dwell in was flooded due to rise of sea level. Since the beginning of this century, many studies have shown that global weather anomalies were caused primarily by the substantial greenhouse gases produced by humans’ economic activities. In 1988, the United Nations founded the Intergovernmental Panel on Climate Change (IPCC), which is in charge of the study on global greenhouse gas and its impact on climate system, and proposes feasible evaluation reports so the world can understand the relations between greenhouse gas and climate change, in the meantime, urges every country to take actions on controlling the emission of greenhouse gases. On 1997, the United Nations passed the Kyoto Protocol, which specifically regulates the reduction targets and time of every nation while proposes flexible mechanisms on gas reduction. The trading scheme of gas emission in the treaty allows countries to choose their quotas of emission according to their needs in the manner of market trading. This study will delve into the possibility of carbon emission trading in Taiwan, and refer to the pattern of global market trading on greenhouse gas emission. Through the three perspectives, Taiwan’s development of economy, ecological environment and governmental regulations, we study the trading of Taiwan’s greenhouse gas emission, propose conclusions and suggestions for the government for future reference on enactment of related policies.
