Summary:碩士 === 國立清華大學 === 社會學研究所 === 104 === Abstract The problematic of this study is “How the Taiwan government practices the moral commitment to child protection through risk governance regime?” According this main problem, the analysis divided three parts. Historically, the “family at risk ”is not exist in Taiwan society naturally, it was emerged in 2000s. Based on this phenomenon, the first problem is why the concept of “family at risk ” emerged in 2000s. Second, how the government find ‘family at risk’ through the child safeguarding regime. Finally, after finding ‘family at risk’, it discusses the topic how the government protect child through professional, especially social worker, work. Therefore, the research methods including three parts, including textual analysis, participant observation and in-depth interviewing. There are three results according to this thesis: First, the social welfare organizations started promoting the child protection movement intentionally in 1980s through introducing the knowledge of child protection from USA, and legalized the child protection regime in 1990s. Second, it followed “one child matters” and “professional” principles to find family at risk in daily life. Finally, although the social workers empower family by identify risk factors, the practice of helping work in “family at risk” still reflects a “moralized” process .
