If the judiciary system is the last line of defense for justice, then a prison can be rightly said to be the last line of defense for the judiciary system. In contrast with the traditional Chinese punishments of "gauntlet, paddling, imprisonment, exile and death", in 1895 when Japan ruled Taiwan it introduced the western prison system and the modern concept of education, making the concept of punishment in Taiwan to turn from the traditional physical punishment to the modern freedom punishment, and the emphasis to shift from punishment to education and enlightenment. The emergence of "enlightenment expert" was the beginning of using education to replace punishment, and prisoner management also gradually turned from punishment to corrective action and enlightenment. Japan ruled Taiwan for 50 years and played a very important role in the reform of Taiwan’s prison enlightenment system. Although in the execution there was inevitably visible differential treatment by the colonist and part of the system was not fully implemented in Taiwan, its introduction and solid implementation of the enlightenment system played an important and undeniable role in the development of Taiwan’s correction and enlightenment system.
