碩士 === 國立臺中教育大學 === 高等教育經營管理碩士學位學程 === 104 === Through literature review and related tuition policies, this study aimed at analyzing revolution for all aspects with regard to current tuition policy in China. This research adopted the methodologies of interview and literature analysis, by taking on different sides, to point out the crux of the policy. Since 1997, the tuition policy of China higher education has transferred from fully providing grants by government to paying on students’ owns. Owing to user charge and raising cost of education, only full-time students are subsidized by the government, others like academic education and MPA master degree are at their own expense, which aided tuition loan system in helping students from various social classes to studying in higher education institute.
