A self-constructed structured questionnaire was used to collect data, and childcare providers from registered infant and toddler care centers in Taoyuan City were recruited as subjects, yielding 191 valid responses. Subsequently, a descriptive statistical analysis, a t-test, a one-way ANOVA, and a correlation analysis were used to analyze the collected data. The results showed the following. (1) The subjects’ knowledge of the development of infants and toddlers was rated from a moderate to high cognitive level. (2) The subjects’ agreed that the PCD2 should be administered. Despite a high degree of recognition and acknowledgement of its necessity, more than 20% of the subjects considered an additional check to be quite time-consuming. (3) The subjects’ mastery of the execution of the checklist was not ideal, as 30% claimed that they would provide the parents with the checklist and ask them to practice the listed items with their children in advance. (4) Significant differences were found in the knowledge of the development of infants and toddlers among subjects from different educational backgrounds. Specifically, those who majored in nursing were found to have significantly more knowledge than those who majored in childcare. (5) Subjects with a childcare certificate reported a more positive attitude than those without a relevant certificate, and the variance was statistically significant. (6) Subjects’ execution behavior seemed to differ substantially by age and educational background, as well as depending on whether they had received training courses and had experience in using the PCD2. Specifically, older subjects, particularly those aged between 41 and 45 years, were found to be more accurate in executing the PCD2; subjects with post-secondary degrees were also found to be more accurate in executing the PCD2 than subjects whose highest education level was senior high/vocational school; subjects who had received training courses were found to be more accurate in executing the PCD2 than those who had not; and subjects who had experience using the PCD2 were found to use the tools more accurately than those who had no prior experience. (7) The subjects’ knowledge of the development of infants and toddlers, attitude towards the execution of the PCD2, and execution behavior with regard to the PCD2 were found to have a low positive correlation. Finally, the researchers proposed recommendations based on the conclusions of the study as reference for relevant training institutions, infant and toddler care centers, childcare providers, and future research.
