Obvious alerts that must be considered include the melting of the Arctic icebergs, heavy rainstorms in Australia, and series of tornados in the United States. The concept of environmentally sustainable development should be implemented in daily life. Higher education institutions with professional technologies and knowledge must train environmental global citizens who can solve climate change problems. This study analyzed cases of Taiwan’s green universities that signed the Talloires Declaration, those that did not sign the declaration, those that are considered ecocampuses, universities in other countries, and National Sun Yat-sen University (NSYSU). The results revealed the following common elements among higher education institutions seeking to become green universities: support from leaders in higher education, green buildings, water reuse, renewable energy, waste recycling and sorting, multilevel green plants, and the cooperation of and participation by all people on the campus (faculty, staff, students, and manufacturers). In addition to improving campus hardware equipment, universities must implement courses on sustainability and conduct research on environmentally sustainable development to create an environment that fosters environmental education; this is the responsibility of green universities because of their influence on people. NSYSU has many buildings, and green buildings that promote sustainable development are critical indicators of a green university. As an example, this study analyzed the building housing the Department of Marine Environment and Engineering at NSYSU to determine the requirements for receiving green building certification in Taiwan. Furthermore, the Green Existing Schools Leadership in Energy and Environmental Design certification program in the United States and the Building and Construction Authority Green Mark for Existing Schools in Singapore were examined to formulate “existing green building” indicators for green universities in Taiwan.
