Since surrounded by sea, he most import and export of goods of Taiwan are transported by maritime transport. Therefore, Taiwan’s top 3 maritime transport corporations are all on the world’s top 20 list. Ocean freight is transported by ship, so shipping companies need to hire capable seafarers to operate ships. In the meanwhile, the hired seafarers must hold a certificate of approval, issued by flag state. In this research, I interviewed with top management of a Taiwanese maritime transport corporation about its human resource(HR) practices on seafarers. I emphasized on staffing and compensation of seafarers, since training/development of seafarers is done by university and vocational school. Seafarers’staffing is affected by international public law, domestic laws and regulations, and policies of company. Therefore, the results of this study include the seafarers'' management (owner’s nationality, seafarer''s nationality, ship’s nationality, port state) and seafarers'' union, shipping division and seafarers place, Taiwanese seafarers'' formal education and their characteristics, the nature of the work of seafarers, staffing management(employment policy, recruitment sources, onboard, employment contracts, retention, termination employment relationship, and promotion), and compensation management(compensation policy, pay structure, overtime pay, injured pay, bonuses, benefits, psychological compensation, foreign seafarers pay). Finally, I discussed the results and made some practical recommendations.
