The cyberspace not only contributed the development of information society but also derived some risks that are different than the traditional threats before. In order to promote the strength and safety factor of network, government may have to enhance the threat coefficient at the same time. The pursuit of the advantages of network authority to enhance national strength and safety factor; also raises the threat coefficient to countries. The innovation of technologies also creates new combat areas, which extends the military affairs from tangible battlefield space to intangible battlefield spaces. Consequently the cyberspace battlefield has been extended to the fifth-dimensional space in a socio-technical society. Cybersecurity has been upgraded from industrial to national strategy which is a new foundation of cyberwarfare strategic in most countries. When government tries to expand and upgrade the abilities of cyberwarfare, it may also increase the possibilities of war. For instant, the government of the United States has declared that the attack behavior within cyber space will be equivalent to an act of war. The harm of cyberattack have attracted national attention which causes government tries to build and enhance their network warfare capability, in addition to strengthening network security protection systems and boost the capacity of the counter. When cyberwarfare challenges the type of war, the patterns of traditional war have been changed into a net world. The core foundation of cyber is knowledge; it is also the main factor of destructive power. The goal of cybewarfare is to pursuit the advantage of battlefield Network rights which may contribute the change of war principles. Therefore, countries have to practice the cyberwar strategies in military organization, also should consider the cooperation and policy integration in international level, such phenomena could be seen in the USA, Japan, and China. Consequently, in order to prevent the controversial issue of cyberspace among the countries, governments not only have to defense and strengthen the policy legislation to prevent cybercrime, but also may establish a standardized and orderly network world in the international community.
