This research aimed to use the literature analysis and questionnaire survey of Professional Competence Analysis Approach to develop “The Professional Competence Index for Chiefs of Registrar Section at Elementary Schools in Kaohsiung.” Further, professional competence and concrete job duties that chiefs of behavior section should prepare were discussed and confirmed, including difficulty levels, importance degrees and frequency of usage for every professional competence.
To meet the objectives given above, this research, based on literature review and analysis as well as opinions collected from specialists and scholars, first explored the professional competence that chiefs of behavior section require. Afterwards, the questionnaire survey was conducted in order to understand the comments made by chiefs of Registrar section at elementary schools in Kaohsiung. All the data were analyzed by means of percentage, mean and interval estimation to verify difficulty levels, importance degrees and frequency of usage for every professional competence, whose necessity was investigated as well.
The main findings of this research were as follows:
1. The professional competence chiefs of Registrar section needed included the six duties: conducting enrollment and registration, conducting transfers, withdrawal, re-enrollment and dropputs, class placement and registration, issuing certificates, commencement ceremony for graduating students, administration of academic records.
2. In the analysis of importance degrees,class placement and registration was the most significant that chiefs of registrar section believed.
3. In the analysis of frequency of usage, conducting transfers, withdrawal, re-enrollment and dropouts was the most frequent duty that chiefs of registrar section believed.
4. In the analysis of difficulty levels,administration of academic records was the most difficult duty that chiefs of registrar section considered.
5. As the mean of importance degrees and frequency of usage was used as indicators, six items of indispensable comptence and twenty eight items of competence chiefs of behavior section should prepare were included.
