The purpose of university merger is to cope with the impact caused by low birth rate in the future, and enhancing the competitiveness of universities. However, there are 159 higher education institutions in Taiwan by 2014, only six of them are merged successfully. This study would utilize the resource-based theory and organization theory as research methods, and apply the experience of Chinese university merger to Taiwan universities. This study would propose a university strategic matrix that using x-axis as the resource facet and y-axis as time facet. The resource facets include subject resource, facility resource, cultural resource, human resource and administrative organization. The university strategic matrix would be applied to the merger of three universities including KUAS、NKMU and NKFUST.About three school merger strategy, proposed the following: 1.Human resource: keep persons stably at the beginning, like respecting teachers’ willingness to transfer applications. After that, establishing effective floating systems. 2.Administrative Organization: use the way of centralization to reform and adjust organizations at the beginning, after that, using combination model to manage new schools 3.Disciplines resource: reform the colleges and departments of these three schools by complementing the advantages of disciplines at the beginning. After that, combining facilities resource to establish campus constructions that depend on grades and departments. 4.Facilities resource: move constructions at the lowest distance at the beginning, after that, establish of teaching and research area separate campuses patterns. 5.Culture resource: reform the staffs of these three schools by holding activities, after that, combine teachers, students and graduated students to create the culture and reputation of the new schools.
