Traditional language learnings ways are with integrated texts, voice and multimedia teaching; however, with the rapid change on the fast knowledge acquired world, those traditional teaching methods could not let the learners learning actively nor let the learners enjoy their studying. As a result, the language leaning leads to a boring and no sense of participation feeling. Finally it concludes that their learning is far away from the saying “Apply what he has learned”. Globalization has made the foreign language learning the focus in every country in the world. Oral communication skill has become the top and major media. Taking English learning as an example, the use of traditional teaching "Grammar Translation Method" in the learning process is proved to be with less attractive and less interactive in the mutual communication. The single direction planting type teaching method has also proved to be the major concern for the frustration during the learning and furthermore, caused the short of interest and finally makes learners given up the academic motivation. This study includes the framework of a three-dimensional modeling and versatile virtual environments context. It is to assist the multiple languages learning, and to achieve to an architectural elements reusable. On the system development, it starts by the double layer, master and sub-system structure and also mixing the " 3D VR(virtual reality)" technology and "Speech Recognition" technology to achieve a virtual learning environment. Furthermore, in function and contents, it is followed the development of standardized reference herein to define the function and to design of the progress. The system also can convert the normal visual context scenario into visual multimedia interactive mode. Using this system, the user can get into the interactive scene through the operating system acting interactive between a virtual avatar and the virtual reality scene with the expression of voice contents. The system features with the following: Firstly, the different scenes are based on the designed modules. The whole system is getting more friendly in operation with the different modules. The system topics are starting from the daily-use courses. These topics are converted into with VR scenario to let the learners feel like more easy and familiar with. Secondly, the designed interactive situational learning contents can assist users to understand and use "speech recognition" technique to help in learning and to enhance learning effectiveness. Thirdly, the system is design with icon which is simple, easy and quick for the interactive operation. The last and the most useful feature is that users can adopt the system and add their own ideas on the system to be an interactive learning really.
