Under the global purpose of energy saving and carbon reduction, the automation of engineering will play an important role for improving the convenience for life of human. This research is based on cooling towers are all running 24 hours for every day of a year despite the factory for chiller load changing. Is it reasonable for this running on any operation conditions? In fact, the appropriate amount of chiller plant cooling tower should be calculated according to the load change. In order to achieve the concept of energy saving policy, the start or stop for cooling tower can be handled by a simple Arduino controller in this thesis. This system is established according to the change on maximum and minimum loads for cooling towers operation in summer and winter, respectively. In this research, the suitable number and switching order for cooling towers operation will be proposed according to the demand of load change. The energy saving and carbon reduction can be done.
