First, this study reviewed the related literature to summarize the impact of organizational change and the coping strategies, then use questionnaire to collect related data. The result revealed that after reconstruction of navigation and port system, the most significant impacts are “management team and experience inheritance interruption”, “unbalanced work allocation impacted new employees”, “shortage of department head counts”, and “the internal impacts caused by different personnel systems”. This study suggested TIPC needs to pay attention to above-mentioned impacts.
