A research framework including four key factors of operation and fourteen factors of key risk is proposed based on literatures review and interviews with experts. The results of AHP analysis indicate that factors of personal operations is perceived as the most important factors of key risk for handling out of gauge cargo during the shipside operations at container terminal, followed by factors of equipment operations, factors of cargo operations, and factors of environment operations.
