This study applies the three risk management procedures as a basis for risk management assessment including risk identification, risk analysis and cost benefit analysis of strategic assessments. The preliminary step is to draw up 11 identified risk factors in the export operations of container carriers and classified them into three different dimensions based on the literature view and expert interviews. Second, the Analytical Hierarchy Process (AHP) process method is employed via a first questionnaire to evaluate key risk identification factors. Third, cost and benefit analysis is implemented to evaluate the feasibility of risk control strategies through the use of a second questionnaire. The paper has revealed that “shippers hiding cargo information” is the most significant factor among all the identified factors. Finally, the cost and benefit analysis shows that all risk management strategies are feasible.
