This geographical superiority brings us scenic environment and various oceanic resources, having our daily lives get involved with it a lot. However, the fuel pollution resulting from the ships sailing back and forth among counties is getting increased tendency; Consequently, PSC is taking this subject under supervision more strictly than ever, the subject of how to prevent the pollution made by vessel evokes enthusiastic discussion and emphasis. To discuss related statute of ship's pollution, the domestic laws as: The Commercial Port Law of 1980, and Marine Pollution Control Act of 2000, and Marine Environment Pollution Cleanup and Disposal Regulations of 2002; and International Laws as: The International Convention for The Prevention of The Pollution from Ships, MARPOL 73/78, and Convention On The Prevention of Marine Pollution by Dumping of Wastes and other Matters, 1972-London Dumping Convention, LCD of 1972, and United Nations Convention on The Law of Sea, 1982, UNCLOS 1982, the laws are strictly demand vessels to follow the relative regulations about how to prevent the oceanic pollution. The research is based on the Gray Relational Analysis model to study the methods of oil tanker spill statistics for a study analyzing, since the gray theory can use the limited and incomplete data information to predict future values, and no other putative and restrictions can be predicted, due to the research is used on the Grey Relational Analysis, and the other document to auxiliary, and discussed to proceeding analysis. The results showed that Grey Relational Analysis can effectively analyze important factor to affect oil spill, and can predict the future number of accidents and oil spills statistics and accuracy over 99 percent credibility, and can provide the relevant unit of reference to improve marine pollution.
