Responding to this issue, in 2014 the second term of Abe Cabinet of Japan proposed “Local Reborn” as one of the major policy objectives by establishing "Headquarter for Towns, People and Jobs Reborn" and making the newly appointed “Minister of Local Reborn” responsible for co-ordination. In Taiwan, policies of community construction, community overall construction, healthy communication Six Star Project and rural reborn have been promoted continuously. The community residents, based on the affection on their lands, utilize resources to build a living environment with local features. The metropolitan area, however, expands continuously. What to do with rural areas reborn, therefore, becomes an important issue. Rural areas of Yanshuei and Sinying have been confronted with population decline and severe aging. It is hoped to have population migration to the countryside and revitalize rural reconstruction through local residents’ efforts in reaching consensus of promoting community construction and countryside reborn, which is further assisted by government etc. to inject external resources, including local economy activation. With rural areas of Yanshuei and Sinying as example, this research investigates via 5 aspects: “Sustainable Cultural Heritage” to inspect the aspect of humanities, “Religious Traditions Incense” to inspect the aspect of religious culture, “Community New Attractions” to inspect the aspect of community construction, “Bicycle Relaxation Travel” to inspect the aspect of tourism resources and natural landscape, and “Industrial Vitality Creation” to inspect the aspect of industry with local features. Digital technology is further imported to execute the value-addition marketing on locally featured industries, cultural tourism resources and community construction achievements, and therefore, inject the new reborn vitality to rural areas.
