With the data from the National Development Council, Executive Yuan, estimates by the time of 2018, Taiwan will reach aged society, and further by 2025, then super aged society. The welfare and care to the senior citizens become an important national policy. Since 1993 the “Indices and Criteria for Intelligent Buildings” was compiled and published, the Executive Yuan has certified and launched ”The Intelligent Building Label” in its 26th Board of Science and Technology meeting, then the intelligent building system is certainly one of the governing goals. Concurrently the Taiwan government not only developed the six emerging industries but also the four intelligent emerging industries (cloud computing, smart electric vehicles, patent industrialization, and intelligent buildings). In 2009, the government launched the Intelligent Green Building Promotion Initiatives. With this initiative, the intelligent green buildings can be innovated on its technics, product, system and service. Eventually the goal of having good residence environment quality and developing sustainable environment is reached. The existing buildings floor area takes 97% of the national’s total. There are 1,067 senior welfare institutions in Taiwan. While the government is promoting intelligent cities, the needs of senior citizen and long-term health care are both growing toward locally. It is crucial to improve existing buildings of retirement homes into intelligent level under the promotion policies of government’s care to the elderly and intelligent buildings. This study is fundamentally based on “The Intelligent Building Evaluation Brochure, 2011”, “Senior Citizens Welfare Act”, and “Building Act”, and further with the literature and research reviews. In order to discuss the issue for existing buildings of retirement homes into intelligent level, the study tries to find out the interrelationship between space functions and intelligent indices. The factors between the management and existing building improvement, a survey on 46 current legal registered retirement homes is made, and finally to expert interviews in related areas. The research reveals the average age of retirement home’s existing building is 24.46 years, and although the cognition from the institutions existing differences, mostly the positive benefits are admitted. The institutions expect to spend extra 5 to 15% of the total costs for intelligent building improvement. However, the obstacle is the huge expenses. How the institution’s management believes on the advantage of intelligent building does influence the willingness and improving outcomes. In the research, the improving area starts from safety and disaster prevention, then health care, and then health and comfort. The institutions also provide their innovative thoughts for intelligent building. Through system integration, internet of things and personal wearable devices can be developed to apply on health care and telemedicine, for preventing human falling and emergency call out. The research also reveals the current institutions commonly lack of fast and convenient evaluations and consultation supports. Besides, the government did not build cost to benefit evaluation standards for them. Therefore the cooperation of several government authorities would be positive to promote intelligent building. In conclusion, the preliminary study provides the decision making process structure to improve intelligent buildings, the evaluation information, the priority of improving indices and strategy, and overall suggestions. These are expected to be considered helpful for the institutions and government actions to intelligent building, intelligent improvement, and the senior citizen care policy.
