Water search and rescue as an important part of disaster relief. In the implementation of the water search and rescue, we usually faced with inadequate resources and wide search range problem, therefore, how to make effective allocation of limited resources is very important. In this paper, the search area is divided into multiple blocks, gold 72 hours of search time is divided into multiple stages, and use different types of search resources to perform the search. In consideration of six factors, the search area characteristics (closed or open), search resource characteristics (eyesight or instruments), resource allocation (input no longer reallocation or at each stage of the search ended after the reallocation of resources), partition number of blocks (3 blocks or 4 blocks), each stage of the search time (6 hours or 8 hours), with or without initial target information,we use Markov chain construction Drowning Survivor Search Model, to analysis the different search project of good quality. These six factors in this paper is developed into 64 scenarios, we use experimental of design to analysis six factors and their interaction significantly, and according to the various factors affecting search results showed by the response surface. The study found that when to search to the target for the survival probability as response variables, the initial target information is the most significant; When the target probability is the response variable, the search area is the most significant.
