Mongolia, like most the smaller countries with greater vulnerability with two neighbors, Russia and China sees its security in the international relations by not a military force and the survival of his ethnic identity to be assimilated by multi-pillar foreign policy. This thesis argues that while pursuing a balanced and neutral position with regard to its powerful neighbors, the best strategy for Mongolia to guarantee national security and economic survival is to establish a counterweight to the influence of Russia and China through cooperation with the other influential countries and international community as a whole, through active participation in regional and international agreements. Balance of power politics is not limited to the relationship with the neighboring countries, but only becomes fundamental basis of the third neighbor policy. One way to ensure national security is redefining of the third neighbors, which can compete with the two neighbors, in Mongolia, apart from the guard to fall under too much influence area of one of the two neighboring countries. The changes in security environment and reflecting them on Mongolia’s activities are an efficient way to ensuring national security. Preservation and protection of national security are carried out with certain feature of continuity. Permanent neutrality and Nuclear-weapon free zone status, to expand the third neighbors by multi-pillar diplomacy, and international activism, such as a member of UN Human Right council, to host 11thACEM Summit in Ulaanbaatar are not only ensure National security of Mongolia but also main factors as well as reputation of the country in the international arena.
