It also involves different countries from acquiring drug materials, processing, transportation, and trafficking. All these facts lead drug-related problems to transnational issues. Taking advantage of border’s barrier, drug traffickers arrange each activity craftily to avoid seizure by the law enforcement agency. It requires effective transnational cooperation of law enforcement agency to fight drug crimes. However some question such cooperation will violate a country’s sovereignty, making it difficult to implement substantial and effective transnaitonal cooperation of law enforcement agency. This paper makes an effort to review the current mechanism of anti-drugs cooperation within Shanghai Cooperation Organization(SCO) states from the perspective of Neoliberal Institutionalism. China, as a leading role in SCO, still places members’ anti-drugs cooperation under the function of the counter-terrorism office. So far there is no time table for the establishment of SCO anti-drugs cooperation office. Suffering the problems of the fragile political system, corruption, porous borders, some government officials in Central Asia are bribed to share the same interest with drug trafficking syndicates. Such reality weakens the mutual trust of each country and making it even more difficult to promote transnational anti-drugs cooperation.. Looking for ways to enhance the benefits of transnational cooperation mechanism and deepen the mutual trust are essential for SCO states to promote their anti-drugs cooperation.
