Summary:碩士 === 國立東華大學 === 自然資源與環境學系 === 104 === This dissertation is a technique report written by a graduate student who has more than five years experiences of mentoring and facilitating Rural Regeneration funded by the Hualien Division of the Water Soil Conservation Bureau. It reflects the results of mentoring 31 communities in year of 2015, and learning from the process. The mentor adopted strategies of adoption and diffusion from Havelock (1973) and some ethical and justice principals for persuasion. This research adopted qualitative research approach and used multi-methods such as secondary data and literature review, host meetings, participation observation, field studies, and review community proposal to synthesize the reflection. The results found that the adoption and diffusion strategies and process is helpful during the project period, for the mentor to gain trust from funder, and to fulfill all missions assigned, to serve as bridges between farm communities and funder, and to serve channels for information communication, and contribute to serve as mediator for funder. In addition, by building relationship, the strategy also helps to persuade community leader to accept the mentor as an external resources, training program planer and provider. By applying ethical principal, most community leaders became more willing to comply with and obey to administrative codes. The strategy also helps mentor to play better roles of caring, consulting, serving, companying, empowering, supervising and correcting. However, the result also found that the annual community results exchange meeting did not provide enough lengthy time for communities to building new networking and sharing with each other. The two days onsite benchmark community evaluation trips also were beneficiary to community to demonstrate their efforts at their village, gained recognition from funder and external experts and got appraisal responses. The inventories of needs, assets, visions and needs of eagerness for companion of each community is helpful to profiling and clarifying the real situation of natural and human capitals, ratio of youth participation, items that community’s craving for accompany. The customize discussion forums and conferences designed for each needed community did contribute a lot to diffuse, inform the community residents, staff with specific techniques they want to solve their problems. The funding plan for community to recruit youth back to farm to help conduct the project, did help to improve the human resources of the farm; however, there are still lots of obstacles need to be improved, particularly on the provision of pre-service and in-service training program for whom with intention to get employed. The review process of new proposals, submitted by interesting communities, also revealed a lot of deficiencies particularly against the law of ethics, and principal of justices. It took the mentor team tremendous of time to examine, point out the errors and to persuade the relevant community to correct it. Usually, the revise process resulted in the delay of approval process. The additional tasks assigned by the funder are also very heavy, but these also mean a lot of new learning experiences for mentor to gain new policy and administrative rules information that were updated and published by the central administrators. At last, this dissertation also synthesized some suggestions toward mentor teams, funders, and community leaders. In addition, some further research direction are also recommended.
