Summary: | 碩士 === 國立東華大學 === 教育行政與管理學系 === 104 === This study focused on the elementary school participating in experimental plan of chief consolidation. This study adopted qualitative research and chose a small-sized school in Hualien as the research object, and collected the data by the methods of document-analysis and interview in order to understand the consolidation enablers, consolidation strategies, implementation process, predicament and coping strategies of the case school. Results of this study are as follows:
1.Enablers: (1) ran the supervisors' policy and adjust members of the organization's role;(2) The school faced the influence of the organization's members so that they are forced promotes task redistribution.
2. Consolidation strategies: (1) to view the study design of plan and implement properly;(2) to consider requirement of the school and select talented person;(3) to clarify duties and assign tasks gradually.
3. Implementation process:(1) due to recruitment phase delay, so make employee training insufficient;(2) the actual practice of transferring official functions was more different from design of study;(3) administration of school efficiency promoted, and reduced pressure of administrative;(4) design of the experimental plan violated to existing regulations.
4. predicament and their coping strategies:(1) to flow the conversation platform of plan and move up the process of administrative operations;(2)to set standardization of the selection process and build pre-service training courses completely;(3) school was allowed to decide the reform pattern, and broke the experimental design framework;(4) work rights of employees were ensured and stabilized their job security;(5) to formulate statutes of the experimental plan, and make sure employees’ position legal.
