Even Hualien District, far removed as it is to the east, saw its real estate market indirectly buoyed by the announcement of the Suhua Highway Improvement Project (often referred to simply as Suhua Improvement). Having an infrastructure project of this import and magnitude makes transportation safer and more convenient and, adding to one’s consideration that Hualien boasts beautiful natural surroundings, makes many interested in buying lands in Hualien. For these reasons, real estate development firms wish to choose the best strategic locations for development and investment, such that they may yield the best sales results. This research primarily focuses on establishing a land development priority sequence for four areas in Hualien District: Hualien City’s Meilun Area, Ji’an Township’s Qingfeng Area, Xincheng Township’s Beipu Area and Shoufeng Township’s Zhixue Area. It also looks into the various factors that affect location picking decision making, plus their priority sequence and importance weightings. Beginning with interviewing specialists, the research identifies and verifies the factors that matter, and finds that between the four areas, Hualien City’s Meilun Area is the best strategic position for development, followed by Ji’an Township’s Qingfeng Area, Xincheng Township’s Beipu Area, and Shoufeng Township’s Zhixue Area. The research not only results in a best location, but also provides weightings for the various significant factors and their rankings. With these, one can clearly identify and understand the factors that matter to developers, such that for future decisions, developers would have a reference standard for choose development locations, providing greater benefit for future investment directions.
