Unfortunately, credit departments of Farmers’ Associations in Taiwan got in trouble since the overall economic environment changed dramatically. Foreign agricultural institutions met the same problem. For example, the reform of the Japan Agricultural Cooperatives(JA) group finally made it onto the government’s agenda in 2014.Because of Farmers’ Associations in Taiwan had the same structure with JA and both of us have to improve competitiveness, it’s worth for us to refer their policy. Previous studies regarding agricultural financial institutions have focused on such institutions in a single country; as of yet, the literature lacks an overall analysis of transnational financial institutions in agriculture. It is therefore difficult to get a clear picture of operational efficiency and productivity in agricultural financial institutions from differing countries. Using the credit department of the Farmers’ Association in Taiwan and the credit corporation of the JA as research subjects, and the data covers a span from 2010 through 2014. This paper explores how agricultural policies and combined operating‐performance have influenced the efficiency of such institutions. This paper used the Stochastic Metafrontier Regression Model proposed by Huang, Huang, & Liu (2014). Eventually, the result of this study in Taiwan and Japan is that when the number of financial institutions is more, the competition is more intense. The efficiency of agricultural financial institutions in Japan is better than Taiwan.
