To achieve this research goal, the researcher used qualitative research approach and purposefully selected four directors or principals from registered private kindergartens in East, Mid-West, North and An-Ping district, Tainan City as research samples for semi-structural interviews. The results are shown as following: I. The major challenge private kindergarten encountered after the integration of kindergartens and nursery schools is the shortage of certified teaching staff. 1. Regarding the teaching appointments in kindergartens: The new Early Childhood Education and Care Act requires kindergartens to hire only certified teachers. 2. The possible reasons for kindergarten teacher shortage and turnover 1) low compensation and benefit 2) work overload 3) high job stress and low sense of accomplishment 4) inequity in resource allocation among public and private kindergartens 5) lack of support for meeting qualification requirements and others II. With respect to the certification and qualifications of teaching staff: The examinations for teaching certificates may be too difficult for people who are currently working as teachers in nursery schools and are seeking to become certified kindergarten teachers. It is suggested that the examination should have questions reflecting real experience and seniority at related working scenarios. III. With respect to the compensation and benefit of teaching staff: The government should consider increase the proportions of public support to the compensation and benefit for teachers in private kindergartens, so that the difference of compensation among public and private kindergarten teachers can be reduced. IV. With respect to service quality of teachers: The care and education of children is a work of life importance, the challenges that teachers face can be myriad. The junior staff needs guidance and mentorship from their senior counterparts and constant reminder of moral and professional ethics to become good teachers that performs well and lives up to the expectations.
