Foreign labor management is a tough issue since the employer is obligated to take care of workers’ daily life; moreover, the foreign labor originates with different languages, religions, and cultures, imposing more burdens on labor management. Foreign labor agent mainly provides foreign labor importation and management service, is obligated to responsible for foreign labor management and caring. What expertise that foreign labor agent is needed in order to capture enterprise owner’s attention and what factors the enterprise owner need to consider on choosing foreign labor agent? This study analyzes what factors influence enterprise owner on choosing foreign labor agent. This study obtains survey data based on previous studies and modified Delphi method, then acknowledges the factors that influence enterprise owner on choosing foreign labor agent. This study found that four main factors and sixteen sub factors that influence enterprise owner on choosing foreign labor agent. Four main factors include expertise、service content、charging standard, and labor quality while sixteen sub factors include amount of professional staff, professionalism of oral interpretation, professionalism of regulatory knowledge, government evaluation score, frequency of service, problem-solving efficiency, professionalism of labor management, effectiveness of communication between employee and employer, comply with domestic charging standard, reasonable charging standard, reasonable commission rate, reasonable charging rate on other services, labor quality,pre-employment training service, in-job training service, and customer satisfaction. By acknowledging what influence employer’s decision on choosing a foreign labor agent, not only provides employer a guideline on choosing suitable labor agent, but provide labor agent a guideline for operation and strategy deployment in order to provide services that meet employer needs and further improve employer satisfaction. Ultimately, create a win-win situation for both employer and labor agent.
