PCM provides a solution for the government agency who is not familiar with construction practices and/or has insufficient manpower to complete his construction projects. However, there is no clear performance evaluation system to measure PCM’s service performance on a project or to the client. To understand the existing problem of measuring PCM’s service performance, this study reviewed huge literature related to the rate of service fee for PCM, obstacles of PCM implementation, performance evaluation approaches for PCM, customer satisfaction measurement for PCM service. Based on the literature review, this study proposed to adopt Performance-Based Contract (PBC) mechanism, which has been widely used in evaluating outcomes-based performances in other countries, to measure service performance of PCM’s work outcomes. Through a preliminary validation by expert interviews, this study proposed a PBC-based PCM performance evaluation appraoch with three outcomes: (1) a performance evaluation measure for PCM service; (2) a payment mechanism for PCM performance evaluation outcomes; (3) some recommendations for PCM performance evaluation and project management standard contract. The study outcomes could be a good approach to pay for actual performance of PCM service, and the basis of applying PBC approach to improve PCM service performance.
