With its spectacular natural resources, the local institution intensively promotes entire tourism, and has developed multiple relevant activities. Not until now, it has been the top chosen tourist site. But as increasing amount of tourists, which is potentially a great productivity in financial, is destroying our natural environment gradually in decade. Generally, the institution plays an important role while making future blueprint of tourism development. They need to take environment protection into consideration and balance. In regard to this situation, the research adapts perspective of EFQM excellent management method especially for Penghu National Scenic Area Administration and took an interview as an individual case. By collecting related document files and observing practically to analyze the current working condition. Therefore, we explore how to choose most appropriate sales route within environment, strategies and operation. The research adapts perspective of excellent management method especially for Penghu National Scenic Area Administration. The study shows that there are kinds of challenges to management of Penghu Administration, so it still has room to improve either in internal or external operation process. For development of tourism in Penghu, all members need to participate aggressively with mutual cooperation. In this case, the value of customer’s request is an important driving factor, then, is the establishment of communication between management and related stakeholder. After further discussion for the research, we specifically describe a set of operation structure and offer some suggestion for internal part. 1. Constructing a flexible culture and keep innovative with professional authorization. 2. Maintain and strengthen integrated demand of stakeholder. 3. Developing local specialty thoroughly to show exclusive tourist shape, related practical management and follow-up opinions.
