The emergence of social enterprises is to solve the multi-party (i.e. government, the market and the philanthropic) sector failures. The emergence of social enterprises in Hong Kong shows the government is facing the development process for different purposes at different stages. Difficulties in the development of social enterprises in Hong Kong have called for the urgency of developing a social enterprise ecosystem, which in turn requires a holistic policy framework and the development of social enterprise personnel talents Institutions of higher education is expected to strengthen cooperation with external organizations, integrate resources, promote social innovation and fostering social enterprise professionals.
Due to this, Case study is conducted as the research strategy of this study. Documentary analyses, semi-structured interview and focus group interview are adopted in this study. First, this study focuses on the process of Hong Kong's social enterprise development, the current situation and challenges of the social enterprise ecosystem. Second, this study analyzes the roles of tertiary education institutions in Hong Kong and City University in the social enterprise ecosystem.Third, this study identifies modes of cultivating social entrepreneurship talents of City University Project Flame to know their content, implementation and challenges.Then, this study provides advices about the roles of tertiary education institutions in Hong Kong and City University in the social enterprise ecosystem and the cultivating modes of social entrepreneurship talents of City University Project Flame.
The impact of the governmental sponsorship on social enterprise development process is very huge in Hong Kong. Thus, the demand for social enterprise talent became higher. Hong Kong social enterprise ecosystem is more mature in terms of business development, whereas the rest is in its infancy. Institutions of tertiary education play the roles of academic and professional development, knowledge transfer, personnel training, innovation incubator and project implementation.
Finally, this paper offers some suggestions as follows:First, for the City University, its outward participation in the social enterprise ecosystem can strengthen academic research, profession development and knowledge transfer in the field of specialty.Then, for its internal curriculum development, City University should expand cooperation with other schools and departments, establish a professional learning community regarding social entrepreneurship, course record and feedback system, curriculum evaluation system and industry cooperation system.
