Summary:碩士 === 國立暨南國際大學 === 社會政策與社會工作學系 === 104 === In order to promote the elderly participating voluntary services in the community, the Taipei Municipal Government implemented “the Silver-haired Precious Persons’ Pass-on Service" scheme in 1991. This scheme provides the opportunities for the talented elderly whose age is over 55 years old to help with the pass-on educational services and follow-up care services. However, no policy evaluation has been researched since the program started so far. Therefore, this study intends to investigate this scheme (concerning the difficulties and suggestions) from the viewpoints of the elderly volunteer who have participated in this program. In-depth interviews of qualitative method was used in this research. The researcher interviewed nine participants in order to understand the outcomes of this program, the motives, difficulties and continuous participation among the Silver-haired Precious Persons, the impacts on their life values and meanings. The research findings are as following: 1. The service users of the pass-on service program have changed from primary-school and junior-high-school students in the past to the elderly recently. Most of the service users are the disabled elders. This indicates that the host organizer does not set up a screening mechanism. 2. The silver-haired precious persons not only have positive personalities but also have strong commitment to the pass-on education. The main suggestions are: (1) establishing the supply and demand mechanism and carry out a needs assessment survey; (2) strengthening teaching competences and communication skills; (3) “the Silver-haired Precious Persons’ status shall be regarded as volunteers; (4) transportation allowance shall rationalization rise ; (5) controlling and expanding the application units; (6) the government shall utilize its supervising and advising roles ; (7) giving public recognition and offering on-stage performances; (8) “the Silver-haired Precious Persons’ Pass-on Service" scheme shall be integrated in their local communities .
