A map of disaster risk is a synthesis map, composed by hazard, exposure and vulnerability. People move different distribution in a day, so exposure and vulnerability change over space and time. Now, disaster risk map often uses census data, nighttime population data, but the concept of temporal dynamics is ignored. This paper tries to give the disaster risk assessment a temporal view to establish earthquake risk maps each period in a whole day. It is difficult to estimate population dynamics by second-hand data, especially in commercial area. The case study is in Guohua-Youai Business District, where is a famous commercial district in Tainan. Population dynamics is affected by work day and holiday, so investigation time was conducted at 7:00 am to 9:00 pm on Wednesday, Friday and Saturday. First, the survey set the monitoring point in the corner, the main entrances and the block center to gather statistics of visits once every 15 minutes. Then, using the survey results evaluated earthquake risk by Taiwan Earthquake Loss Estimation System (TELES). Finally, the results by field survey and TELES are compared and discussed. The results show that the daytime population estimation by TELES is larger than the survey. Population dynamics and trends are different between TELES and the survey. This result can be applied to disaster mitigation plans, community-scale anti-disaster plans and urban design, to reduce the extent of the impact of disasters.
