If the completion delay, the government will pay much more a painful price than traditional construction project. Therefore, how to complete the project on schedule and demand is important for all participants in the project. Even though the authority in-charge is with rich experiences in national construction project, the policy changes during process lead to design alterations in several times, indirectly increasing the work load and affecting the scheduled completion. At present, our country is in urgent need of construction labors, and the national major construction project shall coordinate with the fast change of international business to regulate the domestic economic. The engineering characteristic can be controlled only by establishing the good management system, method and process to promote the operational efficiency and reduce the error of planning and design. The study aims to explore the problems existing in each mechanism by means of relevant design management theory, public construction design management mechanism, commissioned planning and design technology service subcontract mechanism, engineering procurement subcontract mechanism and existing issioned design management mechanism. In addition, the study takes an actual case to explore the authority in-charge requirements, design and engineering subcontract, budget control management, change design and engineering ement, and set forth a method to promote the project design management for the reference of authority in-charge, supervision unit and construction company in the implementation of public works construction.
