This research aims to construct an estimation model of decreasing the mobile network loading by analytic hierarchy process (AHP). It lists some key factors of decreasing the mobile network loading after interviewing experts and collecting questionnaire data. The result reveals that the weight in four dimensions is 39.2% of facility establishment, 23.4% of management, 15.4% of maintenance skill and 21.9% of policy and law. It is clear that all experts regard facility establishment is the most important dimension. In the analysis of entire evaluative criteria, five evaluation indicators of higher weight are 11.7% of improving network bandwidth, 8.1% of optimizing the antennae of base stations, 7.5% of integrating wireless spectrum, 7.3% of optimizing core network and 7% of network offloading by small cell. The result reveals that it has highest priority in dimension of facility establishment. In the analysis of evaluative criteria, five evaluation indicators of higher weight are improving network bandwidth, optimizing the antennae of base stations, integrating wireless spectrum, optimizing core network and network offloading by small cell. Based on the result, it could be compared with operators' offloading strategy and be used to fill the gap. It could also provide telecommunication institutions and operators with concrete suggestions as the strategies of decreasing the mobile network loading.
