After raining, most of rain run directly into sea from the surface. In addition, the uneven distribution of rainfall makes less use of the alluvial plain from the geological characteristics of the aquifer. Toward the regulation and storage that caused the actual amount of water is only 26% available use from the yearly rainfall, though the average annual rainfall in Taiwan, which is 2,500 mm about 2.5 times average figure of the world, the available water resources allocated for all population in Taiwan is only 15% of the earth, ranked 18th water shortage in the world. The preliminary study of potential development on groundwater resource from Fengshan Reservoir is selected as a case. The hydrogeological conceptual model was firstly established through the analysis of a three-dimensional groundwater model, then calculated the amount of groundwater gained from reservoir seepage and assessed groundwater resource for the feasibility of development. Simulation results show that water level of the reservoir produces groundwater recharge capacity from the Fengshan Reservoir seepage of 46,975 CMD in 2010. The five purposed levels simulated scenario viz; the lowest water level; the dead storage level; the approved discharge level; the pre-lifted water level and the designed water level were simulated to the groundwater recharge amount as followings 27,397 CMD, 31,587 CMD, 41,246 CMD, 49,078 CMD and 55,497 CMD in sequence.
