Since the Justice and Development Party was in power in 2002, the Turkish government has begun to develop peaceful diplomacy with the Assad government. However, During the Syrian Civil War, the Assad government did not take the Turkish government’s advice to reform domestic politics, but instead, continued to fight against rebels in Syria, which influenced Turkey’s national security and interest and worsen the relation between two governments. Turkey finally allied with international community led by the United States against Syria. This study shows that Turkey had chronologically used “Hedge Strategy” and “Balance Strategy” of “Alliance Theory”, which formed by the influence of super powers and countries surrounding Turkey, to deal with Syria in order to protect Turkey’s national security and interest from 2002 to 2015. Even though Turkey finally used “Balance Strategy” allying with international community led by the United States against Syria, there was divergence between Turkey’s “Balance Strategy” and its allies’ foreign policies.
