Based on relevant research references and the focus group discussion of this research, we have generalized 5 dimensions of the core competences of the Sucoot’s management, which including products, service, personnel, values and significant projects; moreover, we have further developed 44 related items to form the questionnaires measured by awareness of important degree and satisfaction on performance. This research has focused on chosen finished projects of Sucoot and focused on the participants of Sucoot’s staff, clientsin this industry. This research has established the management opportunity grid (MOG) of the above two target investigated groups through investigating customers’ awareness of importance degree and satisfaction on performance. Furthermore, this research can achieve the phase located of the items of the core competence, which study on management strategy of sources allocated, and has found which core competence items should be highlighted and introduced more sources by completing employee''s SIPA matrix based on self-evaluation and customs awareness; to find out the reference strategies and potential development of Sucoot in future. Finally, we have found that the results of questionnaires investigated are 50 investigated, 50 returned, and 50 accepted for Sucoot’s employee; 50 investigated, 33 returned, and 33 accepted for clients; This research has found out the located phase area of the core competence on MOG and SIPA, and products and service are the most important items; and significant project is the key difference between Sucoot and the clients.
