Summary: | 碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 104 === Urban renewal is a complex systematic project. It plays a very important role during the process of city development. Although its core value is to achieve the public interest and to improve the local living environment, Taiwan urban renewal policy is still ugly to be promoted. So many conflicts and controversies happened in policy implementation stage, such as Wenlin-Yuan accident and Yongchun-Community project. It reflects not only cognitive differences and bad interactions, but also institutional neglects and shortcomings. By combing the development process of Taiwan’s urban renewal policy, this research utilizes urban renewal theories and policy analysis theories, PEST analysis and in-depth interview method to discuss the Dilemma of implementation and institution, as well as environmental friendship analysis. Finally, the research achieved following conclusions:
The greatest dilemma of Taiwan’s urban renewal policy exists in implementation stage, but not institution. Of course, institutional problem should be resolved as soon as possible. In spite of that, lacks of environmental friendship should be taken in and considered as important factors, including political factor, economic factor, social factor and technological factor. Among them, economic factor is the most important factor that influences the urban renewal policy in Taiwan. Political factor and social factor are also important: the former influences institutional design and the latter influences implementation result. And technological factor bring about limited influence during the policy process.
