Due to the suppression from the new immigrants to Taiwan, the aboriginal Taiwanese, who first inhabited the island and once led a prosperous society, have lost their social system and culture. Moreover, the aboriginal people were considered to live a poverty life. In recent years, due to the international trends and protests from the aboriginal people, the Government begins to pay attention to the rights of the aboriginal and try to improve their poor lives. First, the government legislates to protect the aboriginals’ rights to work. Second, it founds Council of Indigenous Peoples, which is responsible for aboriginal affairs. Last, the government establishes Employment Services Network, in order to remove the barriers to employment. With all these means, we hope we can improve the long lasting employment difficulties and the unfair to the aboriginal people.
However, because the aboriginal Taiwanese have been economically disadvantaged for many years and have obtained protection from the government, they are labeled, and excluded from the society. Due to the multi-dimension and accumulation of the Social Exclusion theory, the aboriginal Taiwanese still face many obstacles to get employed.
This research takes the aboriginal Taiwanese living in Heping District, Taichung city as research subjects. On the basic concept of Social Exclusion Theory, the research was conducted through secondary data analysis and depth interview. The research discusses five issues affected by the social exclusion and the employment difficulties caused by the situations. The five issues include Economy Income, Labor Market, Education and Skills, Regional Harmonious, and Culture and Ethnic. The research wants to find out whether the employment support policies could meet the demands of the aboriginal Taiwanese in Heping District and improve the employment difficulties.
The results of the research includes: (1) The supply and demand of employment counseling for aboriginal people in Heping District the do not balanced. (2) The employment issues of aboriginal people in Heping District have internal and external problems. (3) Both breadth and depth of the employment policies for aboriginal people are obviously insufficient.
According to the results, the research proposes three suggestions:(1) Establish aboriginal characteristic industry, and support the tribal economy. (2) Cultivate cultural thought, and strengthen ethnicity-confidence. (3) Improve education and cooperate with enterprises to nurture talents , develop multiple and localized vocational training. With these suggestions, we can break the employment barrier of aboriginal people in Heping District.
