| Summary: | 碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 104 === The research is about the elderly care mechanism of Government-Funded Veteransof Taichung City Veterans Service Office for example. The research subjects are Government-Funded-Elderly- Care Veterans from 2013 to 2015. Moreover, there are four types of participants who are responsible for policy-planning,policy-directing, the beneficiary,victims,and pressured groups.
The aims of the research are as follows.Firstly, to find out a suitable examining standards for government-funded-elderly- care veterans and provide this suggestion for Veterans Affairs Council. Secondly,To figure out the operation and design structure for veterans. Finally, to make a better mechanism by comparing withgovernment elderly care allowance.
There are three main issues in this research---The standard of verifyingGovernment-Funded-Elderly- Care Veterans, the operation and design structure ,how to practice the spirits of veterans- rewarding and social assistance.
After analyzing the interviews and researchers working experience,I discover some phenomenon as follows.
1.The application and verification standards of veterans’ government funded caring have gained many agreements. However, there are still some special circumstances that need to be reflected on.
.2.The structure and operation of government funded caring system have gained many agreements . However, it should also be adjusted with welfare allowances.
3.The Veteran Affair Council thinks differently about how to use veteran-awarding into government funded system .
In this study, the recommendations are as follows.
1.The standard of becoming a government funded caring veteran should take their contribution toward the country into consideration . It''s different from other groups. This allowance should be revalued in social welfare .
2.Veterans’ government funded caring system should observe various needs,in order to fight for participating social welfare system.
3. Strengthening "veterans- rewarding" has illustrated that in order to solve "the socialassisted"justice, we need to use "differential treatment" to achieve substantive justice.
