It also influences the operation of the businesss and makes the great loss of people’s property. The fairness and justice can not be promoted. However, our country can not propose an effective preventing srtratage to restrain the increasingly thriving criminal organizations. In contrast, we still use the old stratages. The society is improving, and the criminals are improving, too. If the security agencies can not release the all new prevention strateges, the criminal organizations will grow endlessly and cannot be restrained. Therefore, to bring up some suggestions to the anti-gang law enforcement units, the researchers adopted the qualitative research method, three active senior menbers of gangs in Taiwan and five senior criminal detectives who have been responsible for anti-gangs were intertviewed. The interview data were further analyzed to realize the changes and the pros and cons of the anti-gangs stratages in Taiwan. We can also realize the current practice and difficulties of law enforcement. Through the experienced interviewees we can generalize the anti-gangs stratages that suit to our country, and propose amendments to relevant laws or the anti-gang policy suggestions for government authorities for reference. The research outcomes indicate that: 1.The reason why teenagers join to gangs: Hirschi proposed the ”social control theory” that includes four social bonds which are attachment, commitment, involvement, and belief. From the interviewees’ backgrounds and behaviors, we can see the social bonds of interviewees were broken that cause the teenagers join to the gangs easily. 2.The transitions of the gangs:(1)The decline of gangsters age.(2)The change of economic activities. With the change of society, the gangs are more and more interest-oriented that cause the more and more gangsters selling drugs and doing fraud.(3)The evolution of the hiding skill. With the change of time, the traditional gangs’ organization chart, menbers rosters, uniforms, rules, articles of association, marks, totems, tattoos, keepsakes, tokens, flags, secret signals, code words, and rituals are vanished. With the popularity of communication software apps such as LINE, WeChat, and Facetime, more amd more crinimals use these tools to communicate that can prevent police detections. 3.There are defects in “Organized Crime Prevention Act”: The constituent elements of Organized Crime Prevention Act in Taiwan are stricter than other countries’ act. It leads to our government can not restrain the organized crime effectively. 4.The defects in anti-gangs project of National Police Agency:(1)The period of the anti-gangs project is too short, so police can not collect the evidence completely.(2)The performance identification was not revised in accordance with the changing time.(3) Synchronous execution raids could easily lead to leaks and a incomplete case.(4) Police investigative techniques are fewer and fewer, and the effects of monitoring are getting worse.
