Among enterprises within the industry cluster value chain constructed a series of economic activities are an important element of competitiveness. The relationships of dependence and coopetition among enterprises within Industry value chain depend on maintenance and operation of the industrial governance patterns. Based on this, the main research questions of this study are: 1. What are the determinants of governance patterns of industry cluster value chain? 2. Does the institutional power change the determinants of governance patterns of industry cluster value chain? To answer this two questions, based on Powell (1990) and Gereffi et al. (2005) proposed three governance patterns: market, network and hierarchy, the study adopts with the organization capacity, transactions between the value chains and institutional power to examine. To understand the true industry implications, the empirical results personally interview Lukang Sanitary Ware and Accessories manufacturers, mining industry stories, understand the industrial implications. The conclusions of this study convey the competitive advantages of Sanitary Ware and Accessories industry in Taiwan depend on the multiple and elastic governance patterns. This study has deep management implications.
