Good and effective project management can complete the project according the planning progress and predicted cost, reduce the risk and insure the quality of project. Also enhance the competitiveness and effectiveness to insure the existence and development of organization. In opposite, the bad project management will influence the effectiveness and competitiveness of organization, also the existence and development.
This study uses the Delphi method which is scientific and objective enough to find out the key factors from the personnel executing the project, and provide an improvement reference for army to execute the weapon acquisition project and ensure the project complete effectively.
After summarizing the opinions of experts and analyzed evidences, the research can review the project from following important dimensions to evaluate the project execution.
First, one kind of the key factors which influence the execution of weapon acquisition project are organizational culture, reward work, supervisor opinion, member performance, and project manager capability. Second, the other kind of key factors are decision-making, leadership, communication, implementation and problem solved. Third, the last kind of key factors are future development, reward work, personal learning and growth, learning opportunity and the encouragement from supervisor to project members.
We can individually improve the factors which influence the weapon acquisition project that are discussed above and continue to find the better way from the theories and experiences. Accomplish the cases in time, budgetary and quality assured. By doing so, we can establish strong national defense power, save government budget and build a small, strong, efficient military.
