Ocean is closely related to people’s daily life. However, with the development of industry and economy, marine environmental protection is neglected by people. All kinds of trash flowing into the world’s oceans in various ways become marine waste. Because of diverse and complex causes of marine waste, there is neither specific regulation for marine waste in Taiwan, nor clear assigned responsibility to concerned authorities which leads to many gray areas and make it become the blind spots for the research of marine waste management. This study was examined current marine waste management in Matsu Islands to provide the solutions and strategy for marine waste management by collecting and analyzing the data from the department of environmental protection, Lienchiang County and the concerned authorities. Through the examination and analysis of marine waste management in Taiwan and Matsu islands, there is no specific law and authority to be in charge of marine waste management in Taiwan. Besides, the result of marine waste investigation from the government and non-governmental organizations is inconsistent. The task of cleaning up marine waste in Matsu islands relies on governmental resources a lot, especially on the military and coast guard. Besides, it is underestimated the amount of marine waste in Matsu currently. In fact, the actual amount of marine waste is much more than current cleaned up waste. After the analysis of the study, the suggestion for the source reduction of marine waste is to raise up the level of the attention on this issue, strengthen the cooperation of marine waste management between Taiwan and China, carry out the source reduction task of waste in Matsu and raise the frequency of inspection and crack down on marine pollution; The interception part of marine waste is to set up facilities which can intercept the trash in river or ocean and establish marine waste salvage system; The last part of cleaning up marine waste is to increase the budget through various ways, and to replace manpower with machinery so as to improve the effectiveness, also to strengthen the adopt-coast system, encourage people to participate in beach cleansing activities and avoid cleaning up driftwood of marine waste. In conclusion, marine waste management can be improved and be helped to establish policy in the future base on the result and analysis in this essay.
