To select the appropriate finance tools can be able to achieve the goal of risk-sharing, Besides, portfolio performance evaluation by means of financial indicators as a criterion. Popularization of higher mobile phones, the strength of cloud services is making users can calculate and process big data. In addition, it helps to reduce the cost of hardware and software maintenance. In this study, we use Android 5.0 as developing environment, Microsoft's NET Web API deliver data, and combine Optimal Portfolio Model Construction, Microsoft Azure website, optimization software Lindo API into mobile phones to provide a cloud service and construct solving mechanism. Users get the optimal portfolio by visual interface and decision mechanism. The system functions of sensitivity analysis are with rich tables and charts show the parameter change and the optimal solution variations.
