Among the memorials, the most major memorial is The Proposal on Current Affairs. The Proposal on Current Affairs was the official document submitted to the lord, expressing Su Zhe’s thoughts and suggestions at administration of the period; By reviewing The Proposal on Current Affairs, we can not only know the political and economic tendency of the era, but also understand Su Zhe’s political perspectives. To have an overall view, we enter the subject with “contents” and “patterns”, hoping to disclose the core subject and expression techniques of The Proposal on Current Affairs. For contents, the Proposal has involved in “Rise and Fall of Administration”, “Economic Reformation” and “Renovation of Military Affairs”. Rise and Fall of Administration discusses Su Zhe’s opinions on politics and related administration perspectives. In Su Zhe’s opinion, being people’s monarch, he should implement benevolent policies and order officers’ rule, containing concrete measures including exemption of debts, reliefs to civilians and return of civilian fields; Economic Reformation contains Su Zhe’s financial perspectives with brief discussions on Green Shoots Law, Military Service Exemption Law, Supply and Demand Moderation Law, Trade Law, and Exclusive Possession System along with his own aspects and suggestions. Renovation of Military Administration involves Su Zhe’s Military Affairs manifestoes, with brief discussion on Household Administration System, Military Police System and Relationship with foreign aggression from the West. With respect to the form, this article enters the subject from “Remonstration skills”, “Writing skills” and “Literary Grace andWordings” with an objective to discuss the expression of the Proposal on Current Affairs. By knowing features of remonstration, we can understand the wisdom of subordinates, remonstration skills under the monarchy ages, with different remonstration articles showing its features. By knowing Composition Skills, we can understand the remonstration techniques used to find the literary level of Eight Great Prose Masters of the Tang and Song. The literary grace has added vividness and richness to a formal official document.
