The duty of the household registration office is household registration administration, including registration of personal status, registration of movement, etc. The integral system of personal and household registration is the important index of the household registration management. The household registration system in Taiwan is established since the Japanese-occupied period, the Meiji 38 - 39, every country was different.The Household Registration Law is published in 1931, and is practiced in 1947 in Taiwan. To increase the law of people who isn’t live in the place of household registration, jing moves, is protect the right of the house owner since 1997. The research in the essay is including of secondary qualitative study, in-depth interview study and the case study. The research discuss issue about the problem of jing moves and its effect . The study found the increasing of people who isn’t live in the place of household registration are including of the law of household registration aren’t perfect. And the law make some problem in the management of the household registration. So, the research suggestion should to make the law of household registration more prefect, such as remote given the penalty cut legal basis, it was stamped on the top floor of the residential houses illegal, promise cataloged nail house, review welfare policy, unified police check processing and the abolition of migration registration to replace the address for service, etc; in addition to the difficult path as families move the population, the Government should assist the household system should be set by the user to move the population column diameter pipe systems or functions, various government departments resources system should be integrated link, etc., to improve the troubled Census Management provides community and decision makers.
