Summary:碩士 === 銘傳大學 === 社會與安全管理學系兩岸關係與安全管理碩士在職專班 === 104 === Since the Chinese Civil War in 1949, the conflict eventually resulted in two de facto states, the ROC in Taiwan and the PRC in mainland China. Until 1979, the mainland China published the “Message to Compatriots in Taiwan”, they appeal to end the military confrontation through bilateral talks, and conspired peace, prosperity and progress at the same time. After lifting of martial law and opening the gate of visiting to mainland China in 1987, the cross–Straits exchanges of people and economic issues are started as well. Along with cross–Straits relationship increasingly close, it has also coming up with the lawsuit, civil dispute and criminal issues. Therefore, the SEF and the ARATS had set up one after another, and held a meeting in Hong Kong in 1992. During the meeting, the both sides had the same consensus for the “One China Principles” by oral statement, the “1992 Consensus” has become a tacit understanding and foundation of the negotiations and interactions across the Strait and “The Wang–Koo summit” later. However, the “1992 Consensus” has not only always been a main issue of controversy between KMT and DPP, and its substantive content containing the sensitive issue, “One China Principles”, making the relationships of the both sides very unstable, even facing the military conflict crisis. The PRC has also conducted the strategy of associating with America to against Taiwan, making the “1992 Consensus” become the major topic for Taiwan, United States and China. This research is using the document analysis to clarify the origin and the historical facts of the “1992 Consensus”; moreover, to understand the impact the relationship among Taiwan, United States and China, through different explanations and positions from the different ruling parties; making the “1992 Consensus” become important and irreplaceable for the peaceful development of the cross–Straits. Hoping the fellow of Taiwan can agree with the point of “to lay aside the controversy and to seek the common ground” is good for dealing with the complex and sensitive political-issues. And all the party members should do everything based on the interests of Taiwanese people, they must discard the personal ideologies to achieve the political consensus for the both sides, and making every effort to develop Taiwan and to gain the maximum benefits for the people in Taiwan.
