碩士 === 銘傳大學 === 社會與安全管理學系兩岸關係與安全管理碩士在職專班 === 104 === The Director- General of National Police Agency, Chen Kuo-En, said the police vacancy is 7,806 on June, 2014.But the police vacancy is increasing to 9,000 on Octorber, 2015. And the same time, National Police Agency decrease 20 affairs for the basic-level police department. The purpose of this thesis including, to understand the police inspector of local police station how to think the duty planning, and what factor to effect the duty planning. Second, to know the police’s opinion to the duty planning. Third, to discuss how to decrease the burden of duty planning. Fourth , provide the suggestion of the duty planning and “Police Duty Act” to the police department. The thesis finding, n no matter the heavy service or the hard-work local police stations in New Taipei city implement the one week one duty, two-step duty and mixed duty system. Although to execute the missions is priority, but the police who execute the duty planning can get 12 hours for resting. And the factor of rest, the last day to execute the duty is short 2 or 4 hours. The organization internal factor, the duty planning of no matter the heavy service or the hard-work local police stations. is plan to satisfied with police branch. Beside the regular 6 missions, the duty planning of the local police stations is according to the indication from the department of police branch. The organization external factor, the duty planning need to respond the reaction of traffic and security of the head of a subdivision of the district and representatives. The human resource level, the police duty is executed by basic-level polices. The lack of police always is a problem in the New Taipei City. Although the city increase polices are the most city in Taiwan, but the city also is the most polices apply to remove. Besides the heavy duties, the lack of police is increase the burden. There are 5 suggestions according to the research results . First, “Police Duty Act” need to add the administrative standard. Second, the agency needs to increase the polices. Third, the agency should to explore ability of the reporting center to check case. Fourth, simplify the mission of annual chinese new year campaign. Fifth, the combination of duty and the coordination of departments.
