To solve the temporary settlement for the residents, the government has designated some areas inside its administrative region as the emergency shelter for the communities, including schools, arena and activity centers. According to the researches, it finds community residents often take schools as the emergency shelters. As an educational institution, apart from the place for children to learn knowledge, schools also serve as a recreation area for the community residents after school, such as the sports and recreation center, classroom for mothers and refresher courses, and community activity venue, which indicates the close relationship between the schools and communities. Nevertheless, upon the government appointing the school as the emergency shelter, the roles of school faculties are no longer a teacher only but serve also as the staff to assist the community to organize the emergency shelter. Are the schools nowadays able to support the community in organizing the emergency shelters? This paper aims to explore whether the primary schools in Taiwan are capable of supporting the community in organizing the emergency shelter, and how should it do in the future. With Campus Disaster Management Program as the foundation for discussion, the paper adopts the analysis on domestic cases and field interview to learn the difficulties and obstacles of the current schools in supporting the community to set emergency shelters. Through literature review and analysis on overseas cases, it proposed the orientation of improvement for domestic schools to support in setting emergency shelter, to serve as references for schools to plan the disaster management issues. According to field interview and research findings, the suggestions for domestic elementary schools in helping the community set emergency shelters covers three aspects listed below: I. Our schools play an important role in the emergency shelter, but as relevant laws and supporting facilities are not so well improved, there are still enough spaces for domestic schools to make improvements, including the funding, integration of disaster prevention and rescue information, allocation of resource for disaster prevention and rescue, adjustment of disaster response authorities and the operation of emergency shelters. II. As no Campus Disaster Management Program is formulated for schools in setting temporary emergency shelter, the school may fail to integrate its common disaster management affairs during the pre-disaster preparation and after-disaster response when setting the temporary emergency shelter, resulting in the difference of obstacles and difficulties in response planning between the scenario simulation and real situation . III. In the future, the schools shall include the Campus Disaster Management Program when supporting the community in setting emergency shelter; with the program formulated by the district office together with the school and the link between the school and community residents, it hopes to improve the schools’ ability in supporting the community in dealing with the community disaster prevention and rescue, so as to make the community disaster prevention and rescue comprehensive.
